Position Overview:
We are looking for an experienced Contracts Manager to join our team. In this position, you will be responsible for performing full life-cycle Contract Management for a portfolio of high value contracts. In addition, you'll have the opportunity to grow and hone your skills with other talented members at ARKA.

Responsibilities:
As a Contracts Manager, your responsibilities would include:
Contract lifecycle management from pursuit, bid, proposals, negotiations, award, execution and closeout
Review, analyze and conduct risk assessment of contract terms and conditions and develop negotiation plans
Lead contract negotiations
Review and negotiate NDAs PIAs and other business agreements
Direct interface and coordination with U.S. Government Contracting Officers, prime contractor procurement representatives, and other customer personnel to establish and maintain business relationships, facilitate discussions, engage in negotiations and serve as a liaison
Assess and advise company personnel on the FAR, DFARS, and other agency supplements (NASA, DOE, etc.) and commercial contract terms and conditions
Provide contract advice to and work with various functional areas (i.e. Legal, Business Development, Program Management, Engineering, Finance, Supply Chain etc.).
Identify, review and address contract formation, interpretation and administration issues
Work with the International Trade Compliance (ITC) Department, and others, to ensure strict compliance with applicable Import/Export Laws as required
Support Contract data input/entry into SAP
Support internal and external audits
Travel up to 10%
Required Qualifications:
Minimum of 5 years relevant experience
Strong working knowledge of all phases of contracting lifecycle - pursuit, bid, proposals, negotiations, award, execution, and closeout
Strong working knowledge of FAR and DFARS regulations
Experience with identifying, reviewing, and addressing contract formation, interpretation and administration issues
Experience working with FFP, CP, and T&M contract types
Experience negotiating U.S. Government (as a prime and sub) and commercial contracts and other agreements
Proficiency in Microsoft Office products as well as business systems (i.e., SAP)
Possess excellent verbal and written skills to communicate effectively with various functional groups at all levels, both internal and external
Ability to obtain and maintain a U.S. Government security clearance
Preferred Qualifications:
Experience working with other agency FAR supplements (DOE, NASA, etc.)
Experience with FPIF/ CPAF/CPIF/CPFF and hybrid contract types
Demonstrated experience working both directly with the U.S. Government acquisition organizations as well as a supplier to the major aerospace prime contractors
Working knowledge of DPAS and Export Regulations
Active U.S. Government security clearance
BA/BS degree in relevant field

ITC & Security Clearance Requirements:
This position requires the ability to obtain and maintain a TS/SCI U.S. Government security clearance.
