The Clinical Manager is responsible for the overall management, coordination, and oversight of clinic operations, ensuring the clinic runs smoothly in alignment with County contracts. The role includes direct supervision of clinical and support staff, maintaining compliance with internal and external standards, and providing mental health services to consumers. The Clinical Manager will also monitor program performance, assist in staff development, and facilitate positive relationships with partner agencies to ensure the clinics success.
How will I contribute
Provide direct oversight to ensure clinic operations run smoothly and align with Tulare County contracts. Ensure that clinic programs are adhering to all internal and external policies, procedures, and regulations. Monitor and assess program performance, implementing necessary changes to improve service delivery. Supervise employees, including clinicians, case managers, peer support specialists, and administrative staff. Conduct annual staff evaluations, providing feedback on performance and setting professional development goals. Ensure that all staff members meet and maintain productivity standards and other relevant performance expectations, such as attendance, timesheets, and adherence to internal policies. Provide ongoing support for staff development, including training and guidance on best practices. Monitor and ensure compliance with documentation requirements in the Smart Care system. Ensure that staff maintains proficiency in using the electronic health record (EHR) system, Smart Care. Oversee the completion of Electronic Service Activity Logs (ESALs) and ensure they are entered into the Tulare County HHSA Management Information System (Smart Care) for all consumer interactions. Develop and implement outcome measures to track program effectiveness. Analyze and report on outcomes, providing recommendations for program improvements as necessary. Maintain positive working relationships with partner agencies, ensuring that KV business interests are met and monitored. Attend meetings with partner agencies, familiarizing yourself with relevant contracts, policies, and procedures. Assess ongoing program strengths and weaknesses and take appropriate actions to develop and improve program procedures. Provide leadership in the development of new programs and services within the clinic. Provide direct mental health services to consumers, as needed. Maintain a caseload of clients and provide them with consistent care, following treatment plans and documentation protocols. Report directly to the Regional Director regarding program operations, staff performance, and any concerns or recommendations for improvement. Perform other duties as assigned to support the overall functioning and success of the program. May encounter risk of working with persons with SMI (serious mental illness) that may include, but not limited to persons in mental health crisis, persons that may be intoxicated or impaired by drugs or alcohol, persons who may be DTO (danger to others), DTS (Danger to Self), or GD (Gravely Disabled). If such situations arise, staff will be required to call local emergency personnel to help deescalate the crisis, use crisis intervention techniques, and consult with supervisor as soon as practically possible.
What I bring
Masters degree Social Work, Counseling, Psychology, or related field. Maintain licensure as a LMFT or LCSW Class C Driving License Two years post licensure experience in a mental health setting and three years of supervising/directing the activities of other clinical staff in a mental health setting, or two years of post-licensure experience plus two years of experience in staff supervision, administration, and personnel management in any related human service endeavor. EHR experience and proficient in computer skills, knowledgeable regarding outcomes measures, breadth of knowledge encompassing various and diverse psychological interventions and theories, competency in adhering to budget. Must possess strong organizational skills, with the ability to prioritize tasks efficiently and manage time effectively. Excellent communication, both written and verbal, is essential for conveying information clearly and professionally. Proficiency in operating office equipment and the ability to quickly learn new software applications, ensuring high attention to detail in all tasks. Adaptability to new technologies is important, as is the ability to independently handle basic administrative functions with minimal supervision. May require the ability to obtain credentialing through the local County Managed Care Department. Strong interpersonal skills and ability to work collaboratively with diverse teams. Detail-oriented, organized, and reliable. Strong communication skills and a proactive attitude are essential for assisting with various tasks. Flexibility, a willingness to learn, and the ability to handle multiple responsibilities are important characteristics for success in the role. Bilingual English/Spanish preferred
