Strategic Business Manager (Information Technology)
As a Strategic Business Manager in the Program Assurance Function (PAF), you will work with multiple stakeholders across the System to coordinate Independent Verification and Validation (IV&V) and consulting offerings. This role will interact regularly with leaders at all levels, to facilitate and coach use of the System's IV&V capabilities, helping to maximize the ROI and assess the value of IV&V engagements. This role is also responsible for relationship management of the System's external IV&V and consulting vendors managed by the PAF. Additionally, this role will support other internal and customer-facing strategic initiatives as needed.

Onsite work is an essential function of this position, and you are expected to be in the office at least 1 day per week for meetings and team collaboration, unless directed otherwise by your supervisor.
Note: A remote work arrangement may be considered for existing Federal Reserve System staff who are not local to the 9th District and who meet the Bank's established remote work criteria.
This position may be filled either at the Senior or the Advanced level.

Responsibilities:
Manage the PAF IV&V and Consulting Services, including the independent verification and validation framework and associated resources.
Manage vendor relationships and the PAF vendor management program.
Serve as a liaison to the National Procurement Office (NPO) to support vendor management framework best practices related to IV&V and consulting.
Provide direction to leaders and staff regarding the implementation and application of frameworks, standards and best practices to ensure objectives are met while longer-term Bank, department, and customer goals are achieved.
Manage large-scale initiatives to develop frameworks and standards, involving multiple stakeholders, cross-functional and/or System teams.
Define and implement strategies to enable awareness and adoption of frameworks, standards, best practices, and tooling.
Effectively communicate and collaborate across all levels of System resources, gaining buy-in and adoption of frameworks, standards, best-practices and renewable capabilities.
Work collaboratively in a team environment, contributes to technology vision, ensure customer needs are met, promote a positive work environment, and effectively manage through transitions and change.
Contribute to team goals and objectives that effectively advance the goals and objectives of the department, Bank, and FRS.
Assist with setting a vision for the future, including developing plans to meet or achieve business needs consistent with System IT Principles.
Maintain a high level of knowledge of technical, operational, and policy issues relating to the industry and provides a high level of application and/or operational expertise.
Translate policy decisions from System IT governance bodies into solutions and operational changes, coordinating work assignments and implementation.
Qualifications:
Senior Level:
Bachelor's Degree and/or equivalent work experience, plus a minimum of 6 years of relevant work experience in Information Technology or a related field. BRMP desired.
One (1) or more years of experience with IT vendor relationship management and performance reporting. Ability to measure value obtained from vendor services.
Proficient at managing multiple (3-4) business partner relationships and can be an effective Service Provider.
Experience with report creation, forecasting, modeling, and scenario development tools and techniques.
Advanced Level:
Bachelor's Degree and a minimum of nine (9) years of relevant work experience in Information Technology or a related field. Two (2) years' experience in a BRM or similar role. BRMP desired.
Three (3) or more years of experience with IT vendor relationship management and performance reporting. Superior degree of demonstrated value measurement of vendor services.
Excellence in managing multiple (5 or more) business partner relationships and recognized as a trusted advisor.
Experience in report creation, forecasting, modeling, and scenario development tools and techniques.

Understanding of business case development, business domain analysis, IT governance formulation, new technology evaluation, and IT risk management.
Understand business strategy formulation, IT strategy formulation, business scenario development, and innovation.
Working knowledge of risk/return analysis and IT standards and policies formulation.
Solid understanding of services typically provided by a central IT organization. Knowledge of department/business lines, Reserve Banks, and/or System operations, policies, procedures, and technologies.
Strong comprehension and ability to apply risk management discipline in decision making and contributing to the function's risk management.
Ability to work under the direction and guidance in planning details of procedures and methods to attain definite objectives.
Makes decisions within established or widely accepted standards. Helps to influence others to do the same.
Consistently achieves assigned/planned results by decisions and actions based on professional methods, training, business principles, and practical experience.
Strong collaboration, teamwork, and relationship building skills across multiple levels and functions in the organization.
Proven experience managing multiple competing initiatives.
Must be a U.S. citizen.
