ORGANIZATIONAL SUMMARY:
The University Controller's Office, led by the Assoc. VP/Controller, is primarily responsible for safeguarding university wide institutional resources and provides accounting, analytical and operational financial support for the instructional, research and service missions of USF, while ensuring compliance with all Federal, State, and regulatory financial guidelines.
The UCO consists of Accounting and Reporting Services (General Accounting, Financial Reporting, Research Cash Management, Asset Management, & Construction Accounting); Student Accounting Services (Cashier's Office, Student Accounting & Customer Service, and Accounts Receivable); and the Office of Budget & Financial Analysis. All of the groups in this division have unique and collaborative missions including State University System financial and budget reporting, internal reporting & analysis, financial & management systems support, as well as business decision support.
This office coordinates university budgeting, internal management reporting and delivers critical information to guide financial planning a strategic decision making, thereby supporting the University's goals of excellence and financial stability.
POSITION SUMMARY:
This position will be responsible for overseeing the USF Bull Bucks program using multiple systems, including CBORD Odyssey PCS, Banner student system, and FAST financial system. Bull Bucks is a campus card declining balance program for all USF students, faculty, and staff. The responsibility of this program includes daily balancing between merchant and student accounts, reconciliation of any differences, preparation of journal entries and payment requests to reimburse merchants. This position will be responsible for ongoing training for all USF personnel who use the CBORD Odyssey PCS system. This position will also analyze FAST billing correction requests for validity before approving and processing or denying and generating invoices for the third-party unit.
RESPONSIBILITIES:
Reconcile Bull Bucks transactions provided by CBORD Odyssey PCS reports with transactions reported by its interfaces. Reconcile BB sales reported by PCS with sales reported by merchant terminals, and prepare journal entries and payment requests to pay merchants. Reconcile BB web deposits reported by PCS with deposit entries made by Cashier's Office based on the TouchNet web deposit interface. Query TouchNet to research web deposit errors. Request and monitor appropriate corrections of errors. Research merchant payment inquiries.
Generate PCS reports to monitor BB sales at all merchants and BB deposits from all sources. Generate, analyze, and organize specialized report data for statistical analysis and management decision making. Provide training and policy/procedure updates to users of Bull Bucks tender of the CBORD Odyssey PCS system, including the cashiers of the Cashier's Office and Bull Bucks merchants.
Complete a monthly reconciliation of the Bull Bucks fund and submit to supervisor for approval.
Analyze FAST billing correction requests for qualitative and quantitative propriety including authorization, justification adequacy, adjustment history, and budget availability. Approve and process or deny with explanation based on the evaluations of the requests. Ensure appropriate chart field values, customer numbers, invoice numbers, and entry reasons are used when applying adjustments. Generate appropriate support documentation for the completion of requests.
Generate third party invoices for sponsors via Microsoft Access.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting and one year of related experience, or a Master's degree in Accounting or Business Administration (with appropriate Accounting preparation and coursework.) The bachelor's degree is a minimum educational requirement for this position, and cannot be waived.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Prefer 3 years of experience in the business/accounting field; advanced Microsoft Office applications; collections, customer service, PeopleSoft, and/or CBORD Odyssey PCS experience.
